About Bill 29 & Scope of Application
Québec’s Bill 29 – An Act to protect consumers from planned obsolescence and to promote the durability, repairability and maintenance of goods was adopted in 2023, with key provisions entering into force on October 5, 2025. This law applies to merchants and manufacturers for sales of goods into Québec — including online and physical sales. For TUTT Store, this means all authorized sales of our products into Québec are subject to the compliance framework outlined below.
Key Provisions of Bill 29
- Combat Planned Obsolescence: Prohibition on designing or selling goods intended to fail prematurely or prevent repair.
- Right to Repair: Obligation to provide spare parts, repair services, and maintenance information for a reasonable period.
- Pre-Sale Disclosure: Merchants must clearly disclose in writing whether parts and repair services are fully, partially, or not guaranteed before a sale.
- Legal Warranty of Good Working Order: Certain goods will carry a statutory warranty covering parts and labour for a prescribed duration.
- Tools and Safety: Replacement parts must be installable with commonly available tools and without causing irreversible damage.
- Penalties: Non-compliance may lead to fines, monetary administrative penalties, and potential liability for officers absent due diligence.

- Good Working Order: Products purchased through authorized channels are warranted to be in proper working order at delivery, in line with our Warranty and Return & Refund Policies.
- Parts & Repairs: Where applicable, spare parts, repair services, and maintenance/diagnostic information will be made reasonably available as required by law.
- Pre-Sale Disclosure: Québec customers will be clearly informed before purchase about the availability of parts and repair services.
- No Planned Obsolescence: TUTT Store does not sell goods designed to prematurely fail or to restrict repairability.
